House Bill 1603 Dog Breeds (OPPOSE)


"Prohibits a landlord or lessor from refusing to rent to, deny housing to, or impose conditions on a lessee or tenant based on the breed of a dog or dogs in residential housing that contains more than 3 units of housing."

HB1603 is aimed at taking another right from Housing Providers.

 


House Bill 1612 Illinois Appliance Standards Act (OPPOSE)

 

This bill has not yet been considered in committee. If you have already submitted a Witness Slip, another is needed.

HB1612 creates a new bureaucracy in Illinois. While it is expected to increase prices for every Illinoisian, any benefits to the environment are dubious.

This bill adds cost that push affordable housing further out of reach.


House Bill 1827 Property Tax - Income Property (OPPOSE)

 

Amends the Property Tax Code. "Provides that, in counties with 3,000,000 or more inhabitants, taxpayers of income-producing property shall submit income and expense data annually to the chief county assessment officer on or before July 1 of each year."

Right now, the scope of this demand by government that they see their citizens' income statements is limited to Cook County. If passed, this will surely be exported to the rest of the state.

Stand up for the Fourth Amendment. Prevent unconstitutional searches of private papers by government.


House Bill 1876 Carpet Stewardship Act (OPPOSE)

 

This creates another bureaucracy, with the bureaucrats appointed by other bureaucrats. HB1876 directs the Illinois Environmental Protection Agency to create a clearinghouse and name members to it.

The bill "Provides that for all carpet sold in this State, the clearinghouse shall implement, and producers shall finance, a statewide carpet stewardship program that manages the product by reducing the product's waste generation, promotes its carpet recovery and reutilization, and provides for negotiation and execution of agreements to collect, transport, process, and market the old carpet for end-of-life carpet recovery or carpet reutilization."


House Bill 2663 Short-Term Rental Tax Act (OPPOSE)

 

"Creates the Short-Term Rental Occupation Tax Act. Imposes taxes upon short-term rental transactions facilitated by a hosting platform. Provides that one tax is imposed at the rate of 5% of 94% of the gross rental receipts from the transaction. Provides that an additional tax is imposed at the rate of 1% of 94% of the gross rental receipts from the transaction. Provides that operators of short-term rentals shall obtain a business license from the Department of Revenue."


House Bill 1929 Prior Conviction (OPPOSE)

 

If passed, HB1929 would empower people with a prior conviction to have more Human Rights than other humans.

"Provides that a formerly convicted person may petition the Department of Human Rights for a grant of protected class status."


House Bill 1929 HCA-1 Human Rights Violation Amendment (OPPOSE)

 

HB1929 is flawed enough. HB1929 HCA-1 (House Committee Amendment 1) is worse. It makes it illegal to inquire into someone's conviction history before making an offer of real property.

This needs its own Witness Slip.


House Bill 3269 Housing Equity - Affordability (OPPOSE)

 

This is a plan to make housing affordable by confiscating money from housing providers and redistributing it.

"Creates the Housing Equity, Affordability, and Development Act. Provides that the Department of Revenue shall collect a fee from landlords with more than 5 units in an amount equal to 5% of the difference between their monthly rental income for a unit and $1,200, unless the rental income for the unit is less than $1,200, to be paid into the Housing Equity, Affordability, and Development Fund."


House Bill 3564 Human Rights Act-Real Estate (OPPOSE)

 

HB3564 prohibits housing providers from collecting any fees of any kind, including processing fees, prior to tenancy.

"Prohibits a landlord from imposing a move-in fee. Provides that a landlord may not demand any charge for the processing, reviewing, or accepting of an application, or demand any other payment, fee, or charge before or at the beginning of the tenancy."


House Bill 3566 Eviction of Minors (OPPOSE)

 

The entire eviction complaint is voided if a minor is named in it.

"Requires dismissal of a complaint in its entirety against all defendants if the complaint names a defendant who is a minor at the time of filing or was a minor at the time that the lease agreement at issue was entered. Provides that such an action shall be immediately sealed."


Senate Bill 2265 Eviction of Minors (OPPOSE)

 

This is the Senate version of House Bill 3566, it voids the entire eviction complaint if a minor is named in it.

"Requires dismissal of a complaint in its entirety against all defendants if the complaint names a defendant who is a minor at the time of filing or was a minor at the time that the lease agreement at issue was entered. Provides that such an action shall be immediately sealed."


House Bill 1793 Tax Info Material (PROPONENT)

 

Support transparency in government. Be a Proponent of HB1793

This bill is still in Committee. Witness Slips are still needed.

 

"Provides that no later than 30 days before a school district submits to the voters of that district a question on whether to issue bonds or increase the school district's property tax rate, the school district must send informational material to each resident of voting age in the school district; defines "informational material."


House Bill 1846 PROP TX-Complaints (PROPONENT)

 

This bill DOUBLES the time available for filing property tax complaints.

"Provides that assessment complaints shall be filed with the board of review within 60 calendar days (currently, 30 calendar days) after publication of the assessment list."


House Bill 3110 CRIME-FREE HOUSING ORDINANCES (PROPONENT)

 

This bill is in Committee. Witness Slips continue to be needed.

Prohibits counties or municipalities from enacting various provisions of “Crime-Free Housing Ordinances”. This is important as many such programs are in direct conflict with other laws restricting screening for criminal background.


Senate Bill 2264 Crime-Free Housing (PROPONENT)

 

This bill is the Senate version of HB3110. Witness Slips continue to be needed.

Prohibits counties or municipalities from enacting various provisions of “Crime-Free Housing Ordinances”. This is important as many such programs are in direct conflict with other laws restricting screening for criminal background.
